They are par2 recovery files - if you get a message about bad password during unrar, you can use these to recover the corruption. You only need to download them if you have a problem - and mostly, they will be missing, because of the RS deletion of non-downloaded files.

Just the optional pars are offline... I always upload pars, but they're not actually needed.
