Something that was lost from the VHS era. HQH did an encode of this stuff. Ogenki Clinic was originally a three episodes OVA series, but the right got split when coming in USA. Kitty Media released the third episode, on VHS only. Anime 18 got a hand on the first two, but did only a dubbed...

Most likely desync would happen because you have VBR audio. There is no way to know this in advance, you have to watch (and listen) it to get an impression.
