Your guess is as good as mine but I think that they view darker skin as a "villain" role so by giving a fake tan it just fills in some character roles they need for the movie. As for why they didn't hire actual black actors, it could be that the actress didn't want to do IR for whatever reason...

I didn't mention this one because it very obviously isn't interracial. I do agree with you that it seems unlikely that she'll do IR but one can dream.

Yui Hatano has actually done interracial in the final scene for XND-012. It's not the best scene but it's something.

I fixed it for you. I've been using Notepad++ to fix spacing errors when I do subtitles because it's a little more robust than the text editors you mentioned. It allowed me to detect the extra newlines characters and delete them all at once.
