About sticky threads and rules

Hi,

• In this section https://www.akiba-online.com/forums/idol-dvd-bluray-downloads.55/,

there is at the top sticky threads.
What some threads are "sticky" and not others ?

• And it seems "7 days rule" (https://www.akiba-online.com/threads/special-rules-for-this-sub-forum.1050764/) is not always followed, like by DHung2407, and other guys.

• "Videos by Exclusive Uploaders (the guys with the blue usernames) cannot be re-posted at all, unless your encoding is of a different size."
  Again, not always true:

lets hope I can answer, it so it is easy on the eye

Exclusive Uploaders was something that was started a long time ago, But, now because all those posts go back a long time, can now be re-upped

Stickies in Idol sections, those are for fresh material, never been posted before, and have a 7 day rule on them
If there are posts on them with in 7 days please report them

Finally I have to go through them and sort out those that should be removed from the sticky
