How do they decide who does uncensored and who does not? I always thought it was prohibited in japan to show anything.

the uncensored version usually for outside of Japan market. if any Japanese people want to buy uncensored video, they must bought it very expensively from online, overseas, or at a few adult stores (because not all adult stores in Japan sell this uncensored video).
