Probably a FaPro production, they have several WW2 / Nazi titles.

Thematically, FAPro AOFR-005 hits the motif but doesn't appear to have G/G scenes (if that is a woman on the left in the GIF). Interestingly screen caps of lesbian title AOFR-008 seem close but lack the... ahhh... specific uniforms and insignia.

Both of those titles are from the Age of FA series.
