I don't think it's mandatory, just the commonly accepted choice and yeah about 90% of creampies are fake, i think if it's legit a company would go all out to say so
You are so wrong on the reason why they use censorship pixellation.
It is not the reason they have pixellation, but they do use the fact it's there to try and get away with stuff like fake creampies (and in the old days of the huge pixels even fake penetration.) Though often you can still see the guy is wearing a condom even with the pixellation.
the only thing that forced by japanese law only the censsorship / mozaik / pixellation for penis and vagina (fake or real)
I think using condom is not forced by law, but its a precaution, the same with fake creampie
