Best Internet Option in Japan

Hello.
I live in Tokyo and I'm looking for a new internet provider/service.
Preferably Hikari Fiber. What are my options?
There are tons of ISPs over here, some support English some not. Some have daily upload restrictions and some restrict P2P (torrents).
Anyone who live in Japan or knows about the ISPs here can give me an advice ?
I live in a new apartment type building, and my apartment has the holes in the walls and the basic setup to accommodate HIKARI lines but the lines are there, which means I will have to pay the initial setup cost as well.
Also, I mainly use the internet to talk to my friends and family.
Which company has lines which goes to Europe/middle east area ?
I think I saw in some photo which researching that some companies use a line that goes to the UK and from there to the rest of Europe, while giving priority to the US which has multiple lines going there.

Any input would be much appreciated.

I've used Hikari since they introduced Fiber. Forget who I had back in Yokohama in 2004 to 2007 but I switched to Hikari when I moved from Yoko to Tokyo. Go with them, good prices and I've never been throttled for torrenting.

Hmmm ... still can't figure it out ...
Hikari Fiber is the infrastructure name right ? not xDSL for example.
the companies that provide the infrastructure are NTT East and some few others.
ISP are OCN and the likes...
I don't think I've heard of an ISP called "Hikari"
Can you post a link please ?
