Can I directly open account and buy online streaming in dmm.co.jp?

Is dmm.co.jp online streaming part actually unblocked for international user? It used to be blocked, but for last few months I can access dmm.co.jp streaming section and watch demo. Can I just directly create an account in dmm.co.jp and buy online streaming? If I click the retail part then the international user cannot access error would come out.
