what exactly does Jav english mean by a Celebrity?
A rich person or someone famous or what?
Please understand I am asking for its meaning in JAV not ordinary english.

My understanding is that it means "high class", "well dressed" or "wealthy" in the JAV context and not specifically famous, well-known or influential in the English sense.

It crops up in the studio name Celebrity (Sex) Friends.
