Took some searching as it is a 2007 movie, but it is a scene from ONED-795 starring Asami Ogawa 小川あさ美.

Taking lots of screenshots and running them through reverse image search sites until I got the one picture that led me to a site which included the dvd code. Lots of sites had the video but I found only one that actually mentioned the source.
