In response to black662700's post, I haven't got down to watching this DVD release by Mai Takahashi yet, but I think he's right. Running through the preview of this video and checking the MediaInfo properties under my MPC-HC program, the video properties are indeed reading the internal DAR information of this MP4 video as 2:35.1 and not the usual 16:9, despite that the backcover of this DVD is actually showing the film aspect ratio as 16:9 LB Letterbox format.

However, under Media Player Classic when you choose to uncheck "Keep aspect ratio" under View -> Video Frames, and choose Override Aspect Ratio to 16:9, the actual aspect ratio does show up correctly instead of an overly-scretched anamorphic resolution. Not the best solution but does solve the AR problem.

I will try PM minarai and let him know about this issue though I'm not sure if he will understand due to my limited japanese. Hopefully he will respond and do something to rectify his original uploads. If this is something that kinda bothers anyone out there, just choose to download from Taruhei's post for now will do.
