There is a rumour going around that the powers-that-be is trying to kill off the high school genre as part of the ongoing effort to rein in the industry.
The rumour first emerge here in the form of a twit :-

Uniform is alright, but school backdrop and anything that links the actress to imply she is a highschooler will be a no go. Bloomers are goners by the way.
And we have concrete evidence of the measurd in Amatsuka's latest release :-
Notice how certain things and dialoughs are censored out as stated by the twit.
However, I like to state that the highschool genre had also been observed to be dying out for a while now. Ideapockets used to release them by the dozens, but now the rate had slowed to a trickle.
And I have observe that trend now is to cast actress in mature roles as oppose to youngish ones. Tsubomi doesn't have a highschool role for this year, I believe.
