This is the proxy website, not the japanese website. I think he meant that one:

and that the connections coming from the proxy are blocked now.

I was not sure what he meant myself. There are usually some public proxy lists posted that contain working Japanese proxies that are unlikely to be blocked. It really depends, IMO, on how hard the site is trying to screen incoming IPs. It is possible a webfilter of some kind may be needed to circumvent their restrictive policy but I sincerely doubt it.

In this particular incidence the restriction seems to be a good idea. Most of the Candydoll site has been ripped and shared across the internet,(including here as well), and this probably is causing some concern on their part. Of course I am just guessing but it seems like a reasonable conclusion.
