I don't understand: do people think actresses are the ones who decide to do uncensored? From what I've seen, the uncensored videos are uncensored because they're sold and printed outside of Japan (see back bottom of the covers). In other words, some publishers and/or distributors decide and choose which movies or even create a series specifically to be sold out outside of Japan.
