i was trying to play Shin Matai Toshi

but when i try, this error happens:

Can't help you with reading that error message, but a lot of places say that many of the version out there are corrupt so it might be your case.

I can't test it myself since I haven't found a working link/torrent anywhere.

Some say it's possible to fix it by combining some of the trial files with the full version.

I tested it in a VM and replacing sinmatai.exe from the one with the trial will fix the error.

It's only a launcher for the NScripter2 engine(you can see they only renamed it when you check its properties) so it shouldn't affect anything in a bad way.
