If i understand correctly you want a re-seller who sells access to rapidgator or uploaded.net and you want to pay with Paypal?
correct?

Go to Google and fill in "prepaid debitcard" because i don't think you'll find a reseller who will let you pay with money from Paypal
Why
Because at Paypal you can ask them to deposit your money back and then Rapidgator or uploaded gave you access but they weren't paid

Thanks for the information. I was wondering why there were so few resellers for paypal compared to a year ago, so now I know.
I am still hoping to avoid giving my credit card information, so if anyone knows of a reseller who still accepts paypal, let me know

in my country a prepaid debitcard will only cost me about 10 euro a year
i use the debitcard for things when i don't want to fill in my real credit card number

Google play store
Data hosting sites like you mentioned
online gaming/gambling
software
and so on

because of this debitcard they cant trace the card back to me
when im doing a payment with this debitcard i usually fill in something like
Name:mickey mouse
street:disneystreet
City:disneytown

So if I understand this correctly, I would buy a VISA prepaid card at any local store that has them. Then I would register it with hard to trace names. Then when making a payment, use something like you said.
So would Rapidgator accept a payment from this, under their heading of VISA?
When I go to premium at rapidgator.net and click Visa
it seems to want the original credit card information. Could it be under some other heading and not VISA??
Is your debit card linked to a bank or some other institution, or do you just pay cash at some retail store for it?

I'm a little confused how you get the debit card to start with.

(before you take the steps below first check the site of the company who provides the debitcard and no that's not visa)

You buy a visa prepaid debitcard (where i live you can buy them at sigar/magazinelottery stores)
When you're home register the card online and fill in the information you want
I do believe you have to register with a valid telephone number and they will sent you a sms (check the site of the prepaid card before you buy it)
Usually you can put money on it in the store where you buy the card but its also possible to do this online
After that you can use this card to act like a visa creditcard as long as the money you want to transfer from your card is in your account of the card (hence the word debit and not credit)

My personal information is only known by the debitcard company and it is not known by visa and that is why i can fill in anything i want when i pay with my debitcard
As an European i almost never use my creditcard but only my normal bankcard when i go shopping (real or online) and the debitcard i use when i must make a payment in which i cant use my paypal account or when i dont want to fill in my real creditcard number
