DVD Decryptor shows programs chains 3 and 4 are corrupt. Ripping the main program chain (#2) results in an empty vob file. Is the ISO corrupt?

I received the ISO like that. I used makemkv to rip off the ISO made an m4v using the mkv files with handbrake. Had issues using the ISO in handbrake, but it plays back perfectly fine when mounted using mpc-hc.
