It's the label Haru no Pantsu Matsuri, or "Spring's Underpants Festival". The movies are all underwear related and are released yearly in March/April. If what I'm reading on sougouwiki is correct, it seems to be an industry-wide promotion where users get a special reward (photobook of the actresses in underwear/lingerie) if they buy 5 PFES movies.
