As far as I've been able to tell, Akiba has some rules regarding users placing ads in their messages or even in their sigs.
But that policy has holes and those holes have been exploited severely. Take a look at the screenshots of recent uploads. They are advertisements, plain and simple. The biggest and worst offender is "DioGuitar," a.k.a. hotavxxx, hjav.org, and any dozen or so alias he uses. The other guilty parties are AV9.CC, JAVHOT.org, and numerous others.
What they upload to Torrents and forums, and then what many of your users do when they mirror those posts, is a total defacement of what they purport to be sharing. They are not sharing videos. They are placing advertisements on your site for free. And you are letting them do it.
It is a slap in the face to longtime JAV sharers, and as I've said too many times to mention, brings down the quality of everything on Akiba-Online.
If you value your user base -- especially your loyal user base -- you need to establish some rules about the CONTENT that you host, and start deleting posts and banning users who break your rules.
ANY post by DioGuitar (or any of his aliases) should be deleted, and any reposter of his crap should be banned. That is, if you give a damn about keeping your users, or having a site that many of us (and I'm sure I'm not alone) want to even bother coming to visit...
