Checked just now and it's fine. I had the same thing happen to me when I was out in Ohio. I never could access cat. Same exact message as you got. But when I returned to CA, I had access again. Might have had something to do with the ISP out there which was I think Spectrum.
If using chrome, Run the setting>privacy & security>safety check. &
clear the cache, cookies, site data. & restart the browser.
Having any third party apps, extensions - check with disabling them.
the antivirus could possibly block, chrome from loading the site. 'SSL ERROR'.
GoTo - Internet Properties>Content>Clear SSL State. & open the browser.
If using Windows, you can turn off Apps & Browser Control in defender. & try the site again.
