Rather the opposite, at least for the law enforcement part.
One particular case that started it all was the after-the-fact prosecution of outdoor sex for "public indecency" (MIRD-130). That led to industry self-censorship of all outdoor scene. Now (12 months later) outdoor sex scenes are back in gangbusters. I admit I've downloaded a few vids purely for the outdoor aspect (I always love sunny sex, but usually had my standards about what to download).
Similarly for other legal cases/angels. There's been no new cases for months. The "news" of that Oct 13 TR report was a unsubstantiated boast by "an investigator", not even a high ranking officer, official or politician.
No news is good news. The content of that report already disproved the headline, the wave of law enforcement is over.
Now AV industry only has to deal with piracy and poor sales.
