This is not a Timestop movie (which are V&R productions). It is a Magical Wristwatch movie by Rocket. I think the title is Ultimate Delusion Invention 9: Magical Wrist Watch Part 2 (RCT-056)

the one in the link is from rocket not v&r and i think its vol. 9 not sure though i dont read Japanese so your best bet is to search for rocket films and the film code is RCT-056 hope this helps and if you find anymore rocket time stop films please post
