Police arrest leaders of call girl services in Tokyo​

Prostitution is big business in Japan, as any wander down the back alleys of Kabukicho or around Okubo Park should quickly attest.
The former is filled with blowjob parlors and “dispatch” shops, while the latter has become a notorious hotbed of streetwalkers (actually, street standers — since they are all just lingering and waiting for clients to come along).
We would like to think it’s the sex workers themselves who are making all the yen but there are almost always middlemen (perhaps with the exception of the women at Okubo Park, which is why they are more vulnerable).
As reported before, police have been cracking down on Okubo Park and arresting prostitutes. Based on the statements they provide, they have now begun targeting the middlemen.
The owner of a delivery health business (as call girl dispatch services are euphemistically known) has been arrested, along with over 20 others.

The 44-year-old Nobuhiro Kubota ran a group of such delivery health services.
In April, police gathered evidence that Kubota’s business had dispatched four women in their twenties to love hotels and rented rooms to service men in their thirties, forties, and fifties, which included full sex. (Prostitutes often get around the law by only offering non-penetrative services, at least on paper.)
Kubota’s business had four establishments in Gotanda, Shinbashi, Kinshicho, and Uguisudani, and around 350 women on the books. They would take the appointments and then send the selected women to love hotels in the area (Uguisudani and Gotanda, in particular, have a lot of hotels used almost exclusively by the sex industry).

This was lucrative. According to the police, the group’s sales from February 2021 to this June came to around ¥6.5 billion.
Twenty-three people connected to the business were arrested in June on suspicious of violating the prostitution law. In particular, five have been arrested on fresh charges of prostituting women who came for interviews at the business, known as Natural Amateur Daughters Who Go Too Far. Soft-spoken Kubota is accused of telling these women to provide full services to male clients.
