Torrents with videos that have txt at the end

Been finding old torrents being posted again....but the vids have the 'txt' extension at the end and really small file size

OL-219.wmv.txt listed as 6.15kb

What is it ?

Haven't downloaded it but sounds like it's a text file that contains either link to a video or instructions(real or fake) on how to download it.
