I also think that scene was taking place on some kind of staircase (not sure tho). I'm not sure what you mean by "very specific 5 toe thick black pantyhose." In other words, the same as in MXGS-481? And are you sure it was a pantyhose and not knee-high socks or stockings?
Also, any more info that you can provide helps. Was the actress young? A MILF? Was she a famous actress (at the time)? Was she naked? If she wore clothes what kind of attire did she have on? OL? Female teacher? School girl? Was it a JAV featuring the actress only and within that film a footjob scene or was it an only-footjob JAV with multiple actresses? Did she carry the footjob to completion or was it just some foot-play?

Yes, it was the same as in MXGS-481. She never got naked, was rather younger, I'd say 20-30 years old. It was pantyhose 100%. She was had like an office attire-like outfit. She did carry the footjob to completion. I am not sure if there were more actresses there, but it was one of many scenes. I remember the scene was taking place in very white place. As in, not in kitchen/bedroom. I remember there were white walls and floor.
I think it was only-footjob JAV, but it was so long ago I can't be sure.

If you think that you'd recognize the cover, there's only 20 pages of 40 titles matching "footjob" and "pantyhose" going back to 2003 here:
