Like the title says, were there any JAV titles exclusive to the Video CD format? Or any titles where VCD would be the highest quality format available for them?

Yes, those JAVs from the 90s & early 2000s, not all of them remastered or re release in DVD
don't remember the code but most of 90s JAV like Asami Joh, Chiasa Anouma, and others still not re release in high quality DVD or bluray form yet
