Sounds like a Henry Tsukamoto/FA Pro movie. Did it look something like these? Those are MTES-035 and MTES-067 respectively. There are a lot of codes like this one, a lot of them have "Summer" or "Showa" or something like that in the title.

Ah, that doesn't seem to be it. It has two similar-looking girls, but there's no scene like this one, where they're cuffed by a masked man. The original seems to be a non-con sort of scenario where they're hostages.
