Ah, that doesn't seem to be it. It has two similar-looking girls, but there's no scene like this one, where they're cuffed by a masked man. The original seems to be a non-con sort of scenario where they're hostages.
There are two different versions with the same front cover, REAL-090 and RWRK-090. They have different rear covers and one is 240 minutes while the other is only 84 minutes.
The hostage bit is only in the longer version, but the screenshots on DMM for both titles are the same so they don't show that scene.
