There is a person in Hentai Manga Downloads Section who repeated double post every day. He also uses link-bucks. He has multiple accounts. If one of his accounts is banned, he can use another account to double post again. Is there any method that can stop him from doing this?

It's unfortunate when people abuse proxy's like that. Because the members who comply with the rules might also be using the same proxy ranges and could also be ban. Hopefully the ban on those ranges gets lifted at some later point in time with the idea that the abuser will have found other more productive hobby's.
