Yeah I love that anime (and manga) too, I wasn't aware there's an life action. If you could drop some hint of it, I'd appreciate.
What you ask for is nearly impossible. The idea of Aika is about a high quality story (manga/anime) with the extra of upskirt and fan service shots. The upskirt shots aren't enough for masturbation, but it's extra tension because there's a legit scene (action, deduction, story development) that I actually care about, and wham you also get an eyeful of thighs and butts and silky silky garment.
But JAV is sexual, you expect tits and pussy and fucking. I think it's very hard to include meaningful sex scenes (enough to fap on) and keep the sci-fi-spy show going.
So what are you actually looking for? If you want a proper JAV (plenty of sex scenes) with some extra plot dev, costumes, locations, props etc, there are a few of those. I've reviewed some of them, look them up.
Another genre is not JAV, but pink/pinkish films/TV. Pink films categorize with "mainstream" films but contain simulated sex scenes, they are practically porn because anyone watching these make no mistake is looking for skin, but the producer/studio somehow don't want the production ending up in the JAV category (kinda the fine distinction between DMM and Fanza?). Near-pink films/TV are firmly mainstream media with only a little more spicy topic. The dialog/plot might be more adult and there would some sexy scenes, but many of these title may have zero or minimal nudity (nipples).
