Books:
I recommend the How to Draw Manga: Sketching Manga-Style series. It's not that hard to find the complete 5 volume set online. It's a bit outdated but it still does the job.
However I'd put it into an Intermediate category.
If you are also new to drawing, Mastering Manga Vol 1 & 2 by Mark Crilley teaches you the very basics and you'll be drawing manga in no time.
Finally, Pop Manga: How to Draw the Coolest, Cutest Characters, Animals, Mascots, and More by Camilla D'Errico can give you a lot of insight. Despite its title it really teaches you the way to develop your own style, so if you don't care about it being a bit "girlish" then it really is a nice pick.
Materials:
Don't bother buying expensive materials yet. Just about any pencil and piece of paper is enough to get started.
