This is correct. It's definitely a director/producer issue more than an actress issue. Other than a handful of savants, most actors still need good direction. I imagine that oral focused titles don't sell as well as they used to and that's the biggest reason for the lack of interest in producing/directing them. It's unfortunately niche and I think the quality being put out now isn't enough to keep the fanbase that would've bought these titles in the past interested. Thus, low sales leads to even fewer of these titles being produced.
My thought is that it actually has a lot to do with mosaic quality as well. While there are some studios that use mosaic that would've looked bad in 2004, the overall quality of mosaics have gone up. Because of this, vaginal and anal sex look much clearer than previously. I feel part of the popularity of oral titles in the past is that it was easy to see the action through the mosaic (with lip and tongue movement, sound), whereas sex scenes were often totally indiscernible to me in the past. I know what's happening, of course, but can't see shit. Now that this isn't an issue, the oral only titles have been relegated. The other trend I've noticed that goes along with this belief is that in the past only actresses playing "loli" roles would sport a bald pussy, whereas now it's so popular that even those playing mature roles will be fully shaved/waxed. In contrast, US actresses are actually going back to bush. In JAV, the hair in the past used to be a way to make sex a bit easier to discern through the mosaic, but now it's unnecessary. You're absolutely correct. It certainly does play a role. The gist of the new AV law is that it requires there to be a one-month period between when a performer signs a contract and filming begins and, even worse, a four-month period between the end of filming and release of the scene. This is done under the guise of "preventing exploitation of young women" when really it does the opposite - deprives them of their autonomy and forces them into more dangerous and exploitative forms of sex work. Thus, there's less new actresses because of the long wait period before they're allowed to actually make money and, as you mentioned, it makes less sense to do larger group movies unless it's with well-established actors, as anyone in the scene can withdraw their consent during that four-month period and prevent its release.
