Did you try R18.com? If you didn't know, that is fc2's English site.

If you still really want to use fc2, you should be able to, at least when it comes to downloadables. There are no restrictions.

Correction: FC2 is not r18's site...I confused it with dmm. But still, there are no restrictions on downloadables.

What are we talking about here? Are we talking about a porn video?

If that's the case you should be careful. FC2 video downloads are low quality so what many sellers do is they provide a higher quality download link. They also often provide 'extra benefits'. For example: the starring girl in the shower before/after she had sex.

But often times there are requirements to get the high quality video download link. Some do give it to you immediately after purchase but others will require you to leave a (5 star) review to get a HQ version they offer. Others will require you to leave a review in Japanese (so 5 stars and a title/description to your review). Others will require you to message them with the review you have left and they will message you back with the video benefits. Some benefits are time limited and the time period may have expired.

Links can be taken down without warning. Some content is professional JAV that is stolen (and it's not always easy to tell) and that can be taken down quickly without warning because they're obviously not authorized sellers. Descriptions and tags can sometimes be misleading. Some sellers will try to do a bait and switch "famous idol" or "look alike" and it ends up being a disappointment but it gets 5 star reviews because that's the only way to get the high quality version (leaving a 5 star review)

I'm not trying to scare you here, if you're confident with copying and typing phrases into Google Translate you can probably figure out what the seller requires you do to get access to the high quality video and benefits (if available). If you're sticking to certain sellers that are clearly people producing their content and you know what their expectations are (a review in Japanese, a message to the seller) you will be fine.
