If she is who I think she is, she's well into her 20s, so I don't see anything illegal there.

I've seen some pretty horrendous stuff for sale in Akihabara, when in doubt sit it out.Well laws are different depending on your geographical area. I'm from North America so even just viewing any sexual content that is branded with the word "Child" is illegal. In fact, even if it's just a bunch of words fiction or non-fiction it is still considered illegal.
In Japan for example, one is allowed to poses child porn so long as he/she does not distribute or sell them.
You may argue that this is regularly sold on the streets right now in Japan so it must be legal, yet, there have been cases I've read on Wikipedia where arrests have been made in Japan because of such content being distributed.
I'm going to sit on the fence for a bit. I don't want to get too close to the danger area.

Thought this user was banned...why is he/she allowed to post
That is a complete and total lie.
Only an actual image of a real underage person is illegal.
It also includes the written depictions of persons or characters (fictional or non-fictional) under the age of 18 engaging in sexual activity.[1] Courts in Canada can also issue orders for the deletion of material from the internet from any computer system within the court's jurisdiction[2]
The current law criminalizes possession of purely fictional material and has been applied in the absence of any images of real children, including to possession of fictional stories with no pictures at all, or vice versa, cartoon pictures without any stories.[3]
