Yes, I imagine that it, it's the x264 preset. It will indeed be more CPU intensive, but you don't have to worry about it for the re-encode(once you have your FRAPS capture) since you don't have to encode it in real time. All CPU intensive means here is that it will take longer to encode.
I'm saying you'll get higher quality from FRAPS since you can take your time and select better settings for the re-encode which is something you can't do with OBS because it has to be able to record in real time.
