Fanza VPN options?

I have a FANZA account that I use somewhat regularly. I had been using ExpressVPN but recently it no longer works for their monthly subscription films. I get error V1001 which their help articles seem to imply the problem is with my proxy/vpn. I can browse, purchase just not watch. I have had ExpressVPN for over a year and it has worked in the past. It still works for amazon.co.jp Prime videos.

Any suggestions for what VPNs currently work with Fanza?
 
I'm also curious how I can setup payment for U-Next. My VPN lets me browse their site, but setting up an account looks like it requires a Japanese mailing address.
