I just finished Bible Black and Discipline and damn they are good. The character designs were also superb. Which had me thinking if there are hentai as good as this too. So I thought maybe if I could find a top 20 list I could get the answer.

It really depends on what you are looking for. As the great and almighty redrooster said "it is always just a question of taste" (which is one reason to call it art). If you are looking for hardcore stuff there is a short but interesting discussion at fakku, which is a site I used to visit a lot.

Outside Japan I think yes, Bible Black and Night Shift Nurse, good quality, uncensored and they have been translated.
