Are you talking about teasing in a more general sense? Or more like femdom? There are quite a few western ladies that do top notch femdom, at least in my opinion. Though I'm not really equally knowledgeable here: with western porn, I have watched a lot of borderline hardcore femdom (not a fan of CBT but I've watched quite a lot of edging, humiliation and JOI), while with JAV, I watch mostly gonzo (not "vanilla" but nothing hardcore really)

Some of the sites I've suggested (see under the spoiler) might still work: those that are not POV and "softer" maybe, and where the girls actually play with the D, of course. So, that would be*:

• FinishHim (and others in TugPass network, you'll just need to sift through a lot of generic stuff; e.g. there is this scene with a "girl scout" selling cookies and talking dirty about "girl scout" stuff; there isn't a lot of dirty talk there in terms of words per minute, but it is there; there is a whole subsite with "moms" and "daughters" tugging and sucking lucky fellows together, SeeMomSuck, so I would give it a try, some quite naughty plots there as well)
• FemdomEmpire has some milder stuff like this one, which is one of my favorites
• HandDomination has lots of dirty talk as well (though it's often SPH or cuckold stuff; Lexxxi is worth it)

The links are random just to give some more information than just titles and descriptions, i.e. I don't guarantee that they work in any way, don't require buying premium, contain full scenes, are in decent quality, etc.
The bottom line is you'll need to sift through it. But at least it exists, and some of the entry points are these ones

As for movies specifically, the only ones I know of this genre are the ones made by the sites, not filmed as movies per se. Which reminds me that I've discovered a certain site I should share in a topic about balls here on Akiba, and they do (or did) exactly that: they publish batches of the clips from their site as "movies". This site is very specific as it's more of a "I'll make your dick hurt while insulting you", but it's still good to have such things exists. Which reminds me of the "mainstream" handjob sites like ManoJob, where there is lots of dirty talk as well, so much so that I've seen dirty talk compilations made out of their videos only... but the domination/teasing part might be close to zero in those
