If you did it on the entire movie, yes.
But if you split it from 01:30:50 to the end, and then Shift the audio 76500 ms on that split file, it brings the audio back into sync for the rest of the movie. The audio for the first 76.5 seconds of scene 4 is gone due to the original encoding error, so the first bit of the interview will be silent, unfortunately, but everything else (including all the action in scene 4, and all of scene 5) will now be synced up pretty well.
