The problems with rules if that you have also to think how bad users will try to overcome them...
Though I'm doing such kind of experiment in the hentai mangas section (ten threads per day max, but having collection threads with unlimited posting in a separate section). It seems to work, even so multi accounts are found once or twice a day.
