There was this one with Shiori Tsukada and her "son" (together with other "mom"-"son" pairs) on an island/resort, and I remember it was quite romantic, but I wasn't able to find it now on my first search attempt. Will look some more later
P.S. Found it: RCT-982 (what's confusing is that for this one, they don't use the term "incest", they use "relatives"... even though they are supposed to be mothers and their sons, and it's the "sons" who f... the "mothers", so...). Anyway, since it's Rocket, they might have made it into a circus show/challenge, so I'm basing this suggestion purely off my fond memories of Tsukada Shiori in this. Maybe I fantasized about being in such a situation with her and it stuck with me
There are two other "mother"-"son" couples here, of course, but I think we can all agree on who is the luckiest "son" of those three. If this one is actually any good, it's a series, so the other part(s) might be on par as well

Another one I remembered: RCTD-500. I don't know if you personally would call this romantic, but there is something very special and sexual for me in this scenario: "mother" and "son" are having/not having sex and the "father" has to guess if they are doing it or not. The term 人狼ゲーム ("game of werewolf", which, I guess, means that you're not sure if the person is a culprit or not and have to guess) here can be used to find similar titles if you add 母、息子、父 ("mother", "son" and "father" respectively)
I remember this one fondly as at some point I was actually doubting whether JAV is doing anything anymore for me, but then I found this by chance, and it was an instant boner (sorry for the graphic details)

Basically, if you're like me, Rocket seems to be a great starting point for any such "incest"-related titles: they have LOTS of movies about challenges etc. for mothers, sons and the whole family. It's not romantic per se, but I am a person that can draw some romantic (or should I say "undeniable/irrevocable/intrinsic unparalleled closeness of a mother and son/sister and brother etc." with, arguably, natural sexual tension, even though we are aware that such closeness is detrimental to the possible offspring) vibes from a lot of "random" stuff like that
