so even if i were to make a proper resoluton version in mkv or mp4 then convert it to avi it would simply get resized or not convert at all?
since the versions that have been coming out are in mkv and mp4 only i wonder why no one is sticking with the original resolution

If you tried to convert a MKV or MP4 (at the original resolution) to AVI, you need to resize it.
Otherwise, if you played the file, the aspect ratio will be wrong and the image will look stretched.
All the major fansub groups that have been around for years will only release DVD in 720x480 or 704x480 (no resizing).
You only need to resize to 848x480 or 704x396 if you are encoding into AVI (like the RAWs you find on the internet).
If you compare 2 files with the same filesize, let's say... 350MB.
The 704x480 file will look about 20% better than the 848x480 in terms of compression quality. You'll notice when there are high speed action scenes, that the 848x480 file will be much blockier.
That is because the 848x480 file, even though it has a higher resolution, is an upscale of the original at 704x480. It does not benefit from the larger resolution, instead you loose quality from compression.
In this case, the Princess Lover RAW is 273MB. If it was encoded at 704x480 instead, you will most likely get "better" quality at 219MB.
Anyway... Long story short.
You will most likely never see RAWs encoded properly, because the experienced encoders work with fansubs.
