You are mixing up too many things. There's nothing "modern", "democratic" or "skew towards women" in anti-porn, anti-sex moralistic warfare. It dated back to the Old Testament and before.
In Japan just as everywhere, the legal establishment exploits these women (sometimes feminists) to attack the sin industry(s). But there's never any sincerity to "protect women and children".
I do agree there's something unhealthy about AV fandom in Japan. And there are some (or many) bad apples in the sex industries. But I do not for one second believe whatever the law enforcement is doing is positive. Perhaps some self-policing by the industry is best idea for now.

In Japan (just like in Korea and China), having been arrested, may be not as bad as being charged, tried and convicted. But an arrest itself is quite a scandal enough to ruin someone's life or career (at least for so-called "respectable" careers).
For Korea's recent impeachment of the president, her fate was sealed the day it was announced a formal investigation was launched. Then the trial, conviction and impeachment were just pro forma. Compared to USA, Trump is now under formal investigation (as were quite a few sitting presidents in the past) but it does not affect his political situation.
Chill, I was thinking of how in a battle of custody during a divorce, the children will be naturally be awarded to the mother. Or if a woman cry r***, the man will be arrested first before question are asked.
Likewise, the Japanese had to intervene in the current coercion fiasco in which a new law might be passed. How is that not favouring women ?
