You can't really 'make' something uncensored if the only released version is already censored.

Although you could go in and redraw every frame to remove the mosaic, this would be very hard and time consuming.

I've seen some fan decensoring done on mangas, but the only anime decensoring I'm aware of is for episode 7 of Strike Witches to make that ecchi episode even ecchier (basically more detailed crotch shots).

So unless it was released in the US or elsewhere uncensored, you're probably not going to be able to get it uncensored.
