Question about optimal torrent download

I'm pretty new to torrents. I recently downloaded utorrent, but my download averages about 5k. What do I need to adjust to get better speeds? Or am I just at the mercy of the person who is uploading the file?

You could be getting throttled by yourISP.
try downloading PG2 (PeerGuardian) and enable Encryption in uTorrent
the latter under
Options>>speedguide>>

Also, make sure your portsettings are ok.
Options>>speedguide>>test if...

options>>preferences>>Connection>>Listening Port
