The answer to your question was basically answered above but here it is again.
Prostitution is illegal here in Japan. Even if you get through the doors of a "Soap Land" there is no guarantee you will get intercourse.
There are a few kinds of "Adult entertainment".
One is soap land, varying in price by area and quality. The only ones in Tokyo that fully accept foreigners are in the Yoshiwara area. There's soap lands, delivery health etc which will cater for foreigners and the ladies are Japanese too. Even a few JAV actresses have worked at some of these establishments.
