It does, the files will not be detect easily on other end of file hoster. The files also have to be rename

i think he meant, that someone from minisuka/imouto is registered on akiba-online and checks daily on this thread on posts that are products of minisuka/imouto and reports them to be removed. so even if they rename the zipfile like TYKH3T02, the title of the thread of saying its tomoe is still a dead giveaway to minisuka/imouto.
