yes TH has a special place in my heart..good action, but I never knew why they ended production. the site is still there, but looks like they just republish FC2 stuff
 
The second best would be from Siro-Hame/Akibahonpo and was marketed under the Heydouga name.

I'd argue that their movies are actually better than Tokyo Hot, although the girls are not (probably they couldn't afford such big names as Tokyo Hot).
