Hey guys does anyone know why I can't seem to upload a profile picture? do i have to be a certain level/rank to be able to do that?

(When i click upload then save changes, it always says upload fails - ive checked for the correct sizing and stuff - but i can see the picture on my profile after that but it just doesnt appear whenever i post msgs and stuff)
